Monitoring and Evaluation Specialist

Simon Ochieng is a Monitoring and Evaluation Expert, who has worked within the industry for over 30 years in Government and Consultancy in areas of development and local governance.

He gained experiences most relevant to the role of M&E Expert/Team Leader of Technical Advisors with  Hand in Hand Eastern Africa Programme “ Enterprise Development for Rural Families in Kenya: Phase III ” (Sida funded) and the Kenya Devolution Support Program (World Bank funded- $287 million).

He served as Project Coordinator in Kenya’s Community Empowerment and Institutional Support Project (Africa Development Bank-funded and implemented by the Government of Kenya funded). These positions are basically to strengthen the capacity of national and county governments in service delivery as a result of devolved services.

He also served for 6  months as M&E Officer in a $200 Million, National Agriculture Rural Inclusive and Growth Project funded by the World Bank and implemented by the Government of Kenya.  For 4 years he was an M&E Specialist in US$30 Million Small Holder Horticulture and Marketing Programme for Kenya (IFAD funded).  He was a Capacity Building Specialist for 2 years in a EUR 30 million Government of Finland funded Programme for Agriculture and Livelihoods in Western Communities (PALWECO) in Busia County, Kenya. He also developed M&E Framework for National Drought Management Authority and Access Finance Rwanda in Rwanda in 2014. Previously worked for 15 years as District Development Officer where he implemented and monitored many Rural Development programs in Kenya.

He possesses Strategic Leadership Development and Senior Management Skills and experience in Public sector management and reforms and substantial experience in decentralization/Devolution of government in Kenya.

He holds a Master’s Degree in International Studies, and a Masters in Project Planning and Management. Also has a Bachelor of Philosophy in Economics and a Bachelor of Arts in Economics and Post Graduate Diploma in Planning, Management, Monitoring, and Evaluation of Rural Development Projects.
